It's almost impossible to answer that question as there's so much to see!
You will want to see Chipping Campden and Broadway in the north of the Cotswolds (and take a walk around Dovers Hill).
But you could also take in Bath in the south, so I suppose a base somewhere central would be a good idea.
What about Cirencester? www.cirencester.co.uk
Close to Bibury, Burford and Tetbury. Not that far to Bourton-on-the-Water and Stow-on-the-Wold either.
What other info would you like?
